Ladd is a health care attorney and policy advocate, specializing in the intersection of executive branch regulation, legislation and policy development. He has extensive experience working in the CMS and FDA regulatory areas.

Ladd provides legal counsel to health care providers, medical device manufacturers and biopharmaceutical companies, and advocates on behalf of those clients in front of Congress and the Executive Branch. Mr. Wiley is particularly active in the policy areas of highly-regulated government health payment programs, including Medicare and Medicaid. In this context, Mr. Wiley provides advice on:

Mr. Wiley represents innovative biopharmaceutical clients on both FDA-regulatory issues and payment and coverage-related issues. Ladd works along-side seasoned food and drug attorneys to make sure FDA policy supports innovation in the development of medicines and other medical products. Mr. Wiley and his team also advise biopharmaceutical and medical device clients on government coverage and pricing strategies.

Prior to his work in the private sector, Mr. Wiley had a distinguished career in government at both the Federal and State levels. During the first term of the George W. Bush Administration, Mr. Wiley served as Principal Deputy General Counsel of the United States Department of Health and Human Services and as the Counselor to Secretary of Health and Human Services Tommy G. Thompson. Prior to his Federal government work, Ladd served as Chief Counsel to the Governor of the State of Wisconsin and prior to law school served as Special Assistant to the Secretary of the Wisconsin Department of Administration.

Mr. Wiley received his law degree from the University of Wisconsin in 1998. He received a B.A. in Economics and History from Cornell College of Iowa in 1993.

Ladd serves on the Board of Directors of Epic Systems, the leading developer of electronic health records.

Ladd serves as the Executive Director of the Alliance for a Stronger FDA. The Alliance is a multi-stakeholder group of industry, consumers and patient organizations working to ensure the FDA has the resources it needs to accomplish its important public health objectives.
