We are delighted to announce that Mark Mansour has joined OFW as Of Counsel, working principally with our FDA Food and Medical Device Practice groups. Mark has more than two decades of legal experience in advising on compliance, enforcement, and policy involving the Food and Drug Administration’s (FDA) medical device, food, and dietary supplement regulations, along with related requirements including Federal Trade Commission (FTC) requirements. In addition to having led FDA practices at other DC law firms, Mark has served as in house counsel for industry manufacturers and draws upon his industry experience to provide clients with business perspectives on legal issues.
Mark has specific expertise in securing medical device approvals, developing pathway strategies for various devices, compliance and enforcement, recalls, corporate crises and public policy questions. He was involved in aspects of negotiations over funding FDA’s device functions. His experience in food and supplement law encompasses securing health claims, new dietary ingredient approvals, drafting Citizen Petitions, labeling and advertising advice, managing recalls and crises. Mark’s FTC experience includes assisting clients with actions before the National Advertising Division (NAD) and complaints before the FTC against clients. He has negotiated several consent decrees at the state and federal levels, and revised social media strategies and websites to comply with enforcement requirements.
In addition to working with clients on compliance and enforcement matters, Mark frequently assists clients with public policy issues with FDA and Congress. Mark has been involved in a number of legislative and regulatory initiatives over the past several decades. Mark also has substantial experience negotiating with California state and county officials regarding California-specific consumer protection regulations.

Mark is a graduate of Georgetown University Law Center, and holds an MA from Harvard University and a BA from Georgetown University.
