Hillel Tuchman is an international trade and customs attorney with nearly 20 years’ experience advising importers, customs brokers, freight forwarders, and logistics companies on complex customs and regulatory matters. His practice focuses on customs compliance, tariff classification, valuation, trade remedies, customs audits and investigations, prior disclosures, penalty matters, protests, seizures and forfeitures, and supply chain strategy.
In addition to his legal practice, Hillel is a licensed customs broker and serves as in-house counsel for a customs brokerage company. This dual perspective provides clients with practical, operational insight into how customs issues arise in real-world import transactions and how they can be efficiently resolved with U.S. Customs and Border Protection (CBP).
Hillel regularly advises clients on tariff mitigation strategies, including First Sale for Export programs, tariff engineering, customs valuation planning, and the application of Section 301, Section 232, IEEPA, and other trade remedy measures. He also counsels clients regarding customs compliance programs, internal reviews, and corrective actions involving post-summary corrections, prior disclosures, and broker compliance matters.
His experience includes representing clients before CBP in connection with CF-28 Requests for Information, CF-29 Notices of Action, protests, penalty proceedings under 19 U.S.C. § 1592, seizure and forfeiture matters, and focused assessments. He has also advised on complex classification matters involving principal use analysis, Chapter 98 and Chapter 99 provisions, and tariff stacking issues.
Hillel works with clients across a wide range of industries, including consumer products, apparel, industrial equipment, automotive products, metals, e-commerce, and logistics services. He is particularly focused on helping businesses adapt to rapidly changing tariff environments and evolving CBP enforcement priorities.
