Drawing on over a decade of litigation experience at the U.S. Department of Health and Human Services (HHS) for the CMS division, Andrew assists health care clients solve legal challenges and realize opportunities in the Medicare and Medicaid regulatory environments. He works closely with health care delivery systems, physician groups, biopharmaceutical and medical device companies navigate the regulatory landscape effectively, and with confidence.
Andrew has detailed knowledge of the agency decision-making process and possesses a deep understanding of the structure and legal considerations that government policymakers bring to bear in regulating more than a trillion dollars of federal health care spending. Formerly lead agency counsel defending CMS, HHS, OMHA, and CCIIO rules and regulations across a wide array of national litigation, Andrew has deep experience in matters such as:

Andrew’s work includes analyzing novel coverage, coding, and reimbursement issues in a dynamic and fast-paced industry. Having also worked as a technical advisor at the CMS Center for Medicare & Medicaid Innovation (CMMI), Andrew provides counsel and advocacy in matters related to integrated delivery systems, including both prospective and retrospective payment methodologies, quality monitoring and evaluation, and episode-based payments strategies.
Andrew has served as a speaker and Faculty Member of the annual AHLA Institute on Medicare and Medicaid Payment Issues.
